HARD ANSWERS TO FIND….WHY?

Below is a email trail with Lori Scott our (SOE), supervisor of Elections. Start with the last email and work your way back. June 28th, I asked for a meeting with Ms Scott, to better understand the security measures used in Brevard County elections.  It took 3 weeks and multiple emails to get a reply. The reply was based on hearsay and not the information I wanted. Below is some vital information for concern that must be answered in order to maintain trust in the election integrity of Brevard county.

Specifically, what security measures are entailed in safeguarding the ES&S voting machines here in Brevard.

Pay particular attention to Page 23 and the Conclusion on page 24..

I hope you are doing well and your day is going smoothly.

A quick side note;

My apologies for failing to respond in my last email concerning your event with the (SCP)Space Coast Patriots.

I would have enjoyed attending but I found out at the last moment by chance,  If I had known sooner, Penny and I could have changed our vacation reservations, etc and I would have attended. I also attempted to connect with SCP members to submit questions without success. We left for vacation the Saturday before your meeting.

I finished the reading of The Florida Election Code(chap 97-106), Guidelines for Logic And Accuracy(L&A) Testing, and Election Integrity Safeguards in Florida.

Not the most fun I have had before.

I really appreciate your offer of help with individual questions.

 

1-The ES&S machines..

Do you certify the ES&S machines and if so how is that done?

What is looked at internally?

How are the modems tested?

Are there WiFi enabled modems and/or hard wire connections?

What about USB ports or USB like devices on the machines? How many are there?

How many people have custody of a key card for the machines?

2-L&A(Logic and Accuracy) testing requires only a sample of the tabulators be tested. The suggestion is at least 5%. Does the Canvassing Board decide the size of the samples? Do they ever look at all tabulators?

3-Immediately following an election, since the responsible canvassing     board or local board is to..“..conduct a manual audit or an automated independent audit of the voting systems used in randomly selected precincts.”  

*Why is there a choice to count manual or automated?

*Why 1-2% of percents for audit if manual, but 20% if automated?

4-I couldn’t locate information about the method/process used by the Sec. of State to purchase voting systems. Would you know where I may find that info  please?

You’re welcome. Wow! you are very busy. Life seems to be that way a lot lately.

Concerning specifics ; looking back, I should have made that clear and saved us both time. Please accept my apologies.

I was not wanting details on how the election operates, as I have worked as poll watcher and a poll worker. My concern is election security in today’s  environment.

Thank you for the information. I will review it in short order. I will follow up questions that cover our elections here in Brevard. With your schedule, and in light of their continuing education, I’m ok with a manager in your office to assist me, if that would be of help to you. 

The 2020 election, and in retrospect other elections over the years, added to the mountains of evidence of recent corruption at many levels and the vulnerabilities of the voting systems, we only need to look at the DeSantis/Gilllum, Col West, etc. contests to know something smells.

With the revelation of the corruption involving the Dominion and ES&S machines that are used nationwide and in Florida, myself and others want to understand the safe guards, tracking, redundancies, etc. of the systems before, during and after the election as well as understand the same safeguards against “human” chicanery in our elections.

Thank you for asking. Other than being extremely busy with four federal lawsuits initiated by the passage of Senate Bill 90 and the associated voluminous records requests that have accompanied those lawsuits, a special election for the City of Palm Bay, speaking engagements and normal office duties, I am well.

I was disappointed you weren’t at the Space Coast Patriots meeting last Monday.  I expected to see you there and was really looking forward to addressing your questions since I hadn’t had an opportunity previously to respond to your email. The group had a lot of terrific questions and we spent an hour going over all of them.  It’s always a pleasure spending time with such an active, well-informed group of voters.

I understand you want to know more about how Brevard’s election process is conducted.  My first recommendation would be for you to attend the multiple meetings, that are all publicly noticed, before, during, and after each election.  I would also strongly encourage you to familiarize yourself with Florida’s Election Code, Florida Statutes 97-106,  http://www.leg.state.fl.us/Welcome/index.cfm. I am also enclosing a link to the Florida Division of Election’s website which lists the many rules that also govern Florida’s election process, https://www.flrules.org/gateway/ChapterHome.asp?Chapter=1S-2.

As you will see after reviewing the above listed items, the laws and rules that govern Florida’s election process are extensive and not something that can be adequately explained during an office appointment.  New staff receives in-depth training for months, as well as ongoing year-round training to ensure proper knowledge and compliance. Additionally, and per Florida law, poll workers receive training prior to each and every election….which means they went through training three separate times last year.

As always, I am more than happy to answer specific questions that may arise from your review of the referenced material.
